1. Title Deed

  • The primary document showing who legally owns the property.

  • In Delhi, it’s usually a Conveyance Deed (for DDA/allotted plots) or a Freehold Deed.


2. Consult the Master Plan & Building Bye-Laws

  • Delhi follows the Unified Building Bye-Laws 2016 and the Delhi Master Plan 2041.

  • These define Floor Area Ratio (FAR), setbacks, height limits, and permissible construction types.

  • FAR depends on plot size, location, and road width.


3. Hire a Licensed Architect / Structural Engineer

  • In Delhi, only registered architects (Council of Architecture) or licensed engineers can submit plans for approval.

  • They will:

    • Measure your plot.

    • Prepare site plan, floor plans, structural drawings.

    • Ensure earthquake-resistant design (Delhi is in seismic zone IV).


4. Get Building Plan Approval

  • Apply online via MCD’s Building Plan Approval System (for South, North, East MCD areas) or NDMC/DDA portals depending on location.

  • Documents usually required:

    • Ownership proof

    • Previous building plan (if any)

    • Architect’s drawings

    • Structural safety certificate

    • Indemnity bond for construction safety

  • Small residential plots in certain categories may qualify for Self-Certification Scheme to speed up approval.


5. Arrange for Temporary Accommodation

  • If you’re already living there, plan where your family will stay during demolition and construction—rent nearby, move with relatives, or arrange temporary structures.

6. Hire a Contractor

  • Get at least 3–4 quotes from licensed contractors.

  • Include:

    • Material specifications

    • Labour costs

    • Completion timeline

    • Penalty clauses for delay


7. Manage Utility Disconnections

  • Before demolition:

    • Apply to BSES/TPDDL (electricity) for disconnection.

    • Inform Delhi Jal Board for water disconnection.

    • Get NOC from local RWA (if applicable).


8. Demolition & Waste Disposal

  • Contractor must follow Delhi Pollution Control Committee (DPCC) norms for dust control.

  • C&D waste should be taken to designated sites (e.g., Burari C&D waste plant).
